Mr. Deogratias Bwire is a practicing Advocate with more than ten years’ experience in Legal, Governance, Constitutions, Human Rights, Media, Gender and Inclusion, Organizational Development and Security Management for Human Rights Organizations. Mr. Bwire holds a Master of Laws in Human Rights and Comparative Constitutional Law from Central European University-Budapest (Hungary).
Mr. Bwire has worked in various capacities as both an in-service manager and legal consultant for local and International (including donor and grant making) not-for profit organizations. His past role of a Senior Program Manager at the Legal Services Facility Tanzania (LSF) has ameliorated his expertise in overseeing the overall coordination and administration of all aspects of development programs including governance, planning, budget, management, leading, and controlling program activities.
Mr. Bwire has also worked for KPMG East Africa as a Manager, within the International Development Advisory Services-IDAS providing the lead in the UKAID-Accountability in Tanzania's program's (AcT2) specifically the access to justice and human rights portfolio. With legal expertise and knowledge of the NGO sector, he has been providing professional advisory services on both legal environment and the political economy of the program focusing on civic space.

Ms. Anna Henga is the LHRC Executive Director, she is vested with responsibility to lead the Centre' to advocate for legal and policy reforms as well as change of practices to realize the vision of attaining a Just and Equitable Society.

Anna joined LHRC back in 2006 as an intern and later legal officer volunteer at the LHRC's legal aid clinic in Arusha, afterwards she has been successfully serving in various roles counting Programme Coordinator— Constitutional Reforms, Coordinator of the Southern Africa Legal Assistance Network (SALAN) as well as Program's Officer — Gender, Children and Anti FGM Coordinator.

Her hardwork and dedication in defending human rights has been impressive, as a result she was nominated among ten extraordinary women from around the World and received the International Woman of Courage Award (IWOC) in the USA on March 7, 2019.

Anna holds a master's degree in Development Policy and Practice for Civil Society, (Mzumbe University), Post Graduate Diploma in Business Administration from Institute of Finance Management (IFM), Bachelor of Laws (University of Dar-es-Salaam) and Diploma in Gender- from Sweden Institute of Public Administration.

Sariko Silvian is a director of finance and administration at the Legal and Human Rights Centre. Before joining LHRC in 2007, Silvian worked with local Authorities Pensions Fund and National Microfinance Bank Plc.

Sariko has over 17 years of experience on finance management specifically on accounts, internal auditing systems, managing donor fund projects including budgeting, budgetary control, implementation, monitoring and financial reporting requirements from diverse donor funded projects.

As a Certified Public Accountant Mr.Sariko holds an MBA from Eastern and Southern African Management Institute (ESAMI). Currently he is a member of National Board of Accountants and Auditors; and the Institute of Internal Auditors Tanzania

Fulgence Massawe is a director of advocacy and reforms at Legal and Human Rights Centre(LHRC), Fulgence Joined LHRC in 2005. With over 15 years of extensive experience on leading results-driven projects on legal research, legal aid and litigation management, Providing strategies and creating alliances for court representation in strategic or public interest cases,Identify, expose, share widely and advocate for policies, laws reform and issues of practice for the attainment of social justice in Tanzania. Fulgence is a frequent media commentator on civil and human rights issues in order to strengthen a country's legal landscape.

Mr. Abdullah Hamza Mohammed is a Lecturer of Film and Media Studies at the Department of Creative Arts of the University of Dar es Salaam, Tanzania.He holds a PhD in Interdisciplinary Arts (Film and African Arts) from Ohio University and  MA in  Media  Studies from  West Virginia  States  University,  USA,  MA in Development Studies and a Bachelor of Arts in Fine and Performing Arts from the University of Dar es Salaam.

He has worked as a consultant with International Labour Organization  (ILO),CareInternational, African Humanities Programme (AHP), Tanzania Theatre Center (TzTC), Tanzania  Community Civic  Initiative  (TACCI),  and the  Mwalimu Julius Nyerere Professorial Chair of Pan-African Studies. His major consultancies and  research works are in  line with arts and  culture, representation, communication, empowerment and seeking public opinion and/or understanding.

Ms. Lutgard Kagaruki is the Founder Member of the Tanzania Tobacco Control Forum (TTCF), November 2005. Built the  Forum membership from the original            20  members to more than  300 countrywide and more than 20 like minded partners. Recipient  of the  WHO World  No Tobacco  Day        2010 Award  in  recognition  of outstanding contribution to tobacco control — 31 May 2010. She also worked  at Animal  Diseases  Research  Institute,  Ministry of Livestock Development (1976 — 2011) as Principal Livestock Research Officer - research and teaching experience in medical & veterinary parasitology at the Animal Diseases Research Institute, Dar es Salaam (now Central Veterinary Laboratory Authority).

Dr. Laay has worked at various organizations and in different capacities including Principal Management Accountant at TANESCO,Management Consultant at PWC, Counterpart Director of Finance and Administration at Medical Stores Department, Director of Finance and Administration at TASAF, Director of Finance at ICAP of Columbia University and Director of Finance and Administration at the National Economic Empowerment Council.

Education

Dr. Laay holds an Advanced Diploma in Accountancy (ADA), Post Graduate Diploma in Accountancy (PGDA), Certified Public Accountant (CPAT), Master of Business Administration (MBA) from the University of Wales, Cardiff Business School in the UK and Ph.D. in Business Administration in Finance and Accounting from Commonwealth University, United Kingdom.

Membership

While being the board Member of LHRC and Chairman of the Audit, Risk, and Compliance Committee, Dr Laay also serves as Board Chairman of CRDB Bank PLC, the Southern Agricultural Growth Corridor of Tanzania (SAGCOT). He is also a member of a number of boards including the Tanzania Tourist Board (TTB) (where he chairs the Audit, Risk, and Compliance Committee), member and Chairman of the Audit and Compliance Committee of the Foundation for Civil Society (FCS).

He previously served as a Board member at the Institute of Accountancy Arusha (IAA), National Housing Corporation (NHC), Aerial Glacier Pediatric Health Initiative (AGPAHI), and Tanzania Family Planning.

Dr. Ringo Tenga is an Advocate, Notary Public, and Commissioner for Oaths, he lectured at the faculty of Law, University of Dar es Salaam. Dr. Tenga worked as a State Attorney (Trainee) in 1976 before coming to the University. Dr. Tenga holds a Bachelor of Laws (LL.B (Hons.) First Class School of Law from the University of Dar es Salaam in Tanzania (1976), a Master of Laws (LL.M) from the University of Dar es Salaam in Tanzania (1981), and a Doctor of Philosophy (Private Law) from the University of Dar es Salaam in Tanzania (1985). He also contributed a lot to the education programs of the Institute of Transport; Institute of Adult Education, Institute of Development Management and Public Administration (Mzumbe University), Ardhi University, Tumaini University, Law School of Tanzania.  Also, he has written a lot of publications centered on human rights for human development.

Tenga has been a member of professional bodies such as Amnesty International (Tanzania Section), Canadian University Services Overseas (CUSO) 1987-1990, Defence for Children Internation, Tanganyika Law Society,  Consumer Association of Tanzania, Defence for Children Internation.

He has also served as a board member for the Legal and Human Rights Centre, (LHRC) from 1997 to 2007, Chairman of the National Consumer Advocacy Council- (Under the Auspices of the Fair Competition Act, 2003)from  2005 to 2010, Chairman of Child Law Reform Group, The Law Reform Commission (GoT)from 1988 to 90, Member in Bank of Tanzania Task Force on Mortage financing Legislation, 2007.

Professor Costa Ricky Mahalu is a Vice-Chancellor and Professor of Law at Tanzania's St. Augustine University. He is also an advocate at the High Court of Tanzania, Chairman of the Ardhi University Council, and a legal advisor to a number of local and international organizations working in Tanzania. 

Prof. Mahalu has previously served as Tanzania's Ambassador to Italy, Athens, Ankara, Ljubljana, Zagreb, Serbia, and Macedonia. He also served as the second-in-command of the Tanzanian Embassy in Bonn, Federal Republic of Germany. Between 2000 to 2006, he served as Tanzania's permanent representative to the Food and Agriculture Organization (FAO), the World Food Programme (WFP), and the International Fund for Agriculture Development (IFAD) in Rome.

Prof. Mahalu taught law at the University of Dar es Salaam, the University of Hamburg, and the Hague Institute of Social Studies. He has also worked at a number of law firms around Europe, specializing in Maritime International Law. Prof. Mahalu graduated from the University of Dar es Salaam with a bachelor's and master's degree in law, as well as a doctorate from the University of Hamburg in 1983.

Prof Costa Ricky Mahalu was born in Katunguru Village, Sengerema District, Geita Region, on July 9, 1948. Mahalu attended Kibaha Secondary School after finishing primary school, where he finished the ordinary level of secondary schooling before enrolling at Mkwawa High School.

Dr.Wilbert Kapinga is an Advocate, Notary Public, and Commissioner for Oaths; and managing partner of Bowman's law firm in Tanzania. He has been advising local and international financial institutions and enterprises on corporate, regulatory, and transactional matters for over 21 years.

Wilbert has consulted on a wide range of project finance, public-private partnerships (PPP), and infrastructure development projects, including highways, trains, maritime transportation, and airports. Wilbert has also provided natural resource advice to a number of international mining corporations and oil and gas exploration companies with operations in Tanzania, including local content requirements. Wilbert worked for seventeen years as a Senior Lecturer and Dean of the Faculty of Law at the University of Dar es Salaam, where he was a member of the teaching and research staff.

Wilbert is an Accredited Mediator, Negotiator, and Arbitrator in Tanzania and a full member of the Tanzania Institute of Arbitrators. He has served as an arbitrator in several domestic disputes and as an advocate in numerous domestic and international arbitration disputes, the latter involving ICSID, ICC, and UNICTRAL rules of procedure, and he has testified as an expert witness on Tanzanian law before the Swedish Court of Appeal in an international arbitration challenge. He has contributed to a number of Global Arbitration Review publications, as well as co-authoring a chapter on the enforcement of foreign arbitral awards and other articles in the Getting the Deal Done publications.

He holds law master's degrees from the University of Dar es Salaam in Tanzania and Columbia University in New York, as well as a doctorate from Northeastern University in Boston, United States of America.

Dr. Harrison Mwakyembe is an Advocate, Notary Public, and Commissioner for Oaths, former lecturer at the Faculty of Law, University of Dar es Salaam. He was a member of the East African Legislative Assembly from 2001 to 2005 and a former Member of Parliament for the Kyela constituency for 15 years from 2005.

He has also served as a member of two presidents' cabinets in various positions. Under President Jakaya Kikwete, he served as Deputy Minister of Works (November 2010–February 2012), Minister of Transport (7 May 2012–24 January 2015), and Minister of East African Cooperation (24 January 2015–5 November 2015); and under President John Magufuli, he served as Minister for Constitutional Affairs and Justice (12 December 2015–23 March 2017) and Minister for Information, Culture, Artists, and Sports since 23 March 2017. Mwakyembe was a member of a parliamentary committee on Investment and Trade from 2006 to 2010 and served as the vice-chairman of the committee. He also served on the Infrastructure Development Committee from 2012 to 2015.

Harrison Mwakyembe got a Master of Laws LLM from the University of Hamburg in 1984 and 1986, respectively, and was successfully titled a Doctor of Philosophy (Ph.D.) as a Doctor of Laws at the University of Hamburg between 1992 and 1995. He earned a Diploma in Journalism before enrolling in the University of Dar es Salaam's Bachelor of Laws LLB program. After earning a Postgraduate Certificate in Intellectual Property from the University of Turin, Harrison Mwakyembe entered the realm of intellectual property.

On the 10th of December, 1955, Harrison George Mwakyembe was born. He grew up in Mbeya's village of Kyela, where he was born and raised. Dr. Harrison G. Mwakyembe attended Tukuyu and Kituli Primary Schools as a child. He received his secondary education at Tabora Boys Secondary School and his high secondary education at Milambo Secondary School.

You will not be able to write the history of Tanzania’s constitution movement, access to justice, and human rights without mentioning the name of Dr.Sengodo, he has a long list of publications in the fields of media law, constitutional law, human rights, and administrative law. He was born in 1952.

Before his death in 2013, he was a journalist, activist, politician, and an advocate, Notary Public, and Commissioner for Oaths. He was a founding member of the Legal and Human Rights Center (LHRC). During the 2005 Tanzania General Election, he also ran for President. From 2011 to 2014, he was a member of the Tanzanian Constitutional Review Commission.

Dr. Mvungi graduated from the University of Dar-es-Salaam with a Bachelor of Laws (LL.B.) in 1981 and a Master of Laws (LL.M.) in 1987. He subsequently moved to Germany, where he earned a Master of Law and a Doctor of Law (Ph.D.) from Hamburg University in 1991 and 1994, respectively.
